BSO Inspections in Dubai: Top-Rated British Schools Revealed

British Schools Overseas (BSO) inspections are voluntary inspections that British curriculum schools can opt for as an additional process to measure performance - in line with the OFSTED inspections in England - and to support their claim to the provision of a genuine British education.

Following the postponement of UAE inspections by ADEK, KHDA and SPEA during the Covid-19 pandemic, an increasing number of BSO inspections took place in the UAE. And with no KHDA inspections having taken place in 2024-25, and now none to take place in 2025-26, many UK curriculum schools seem to be opting for this voluntary inspection as a way of ensuring that they are continuing to meet and raise standards. Schools who wish to genuinely measure themselves against the standards of the UK independent sector are able to do so on a three-yearly cycle.

But what are BSO inspections and do they matter?

Schools are assessed across a range of standards that are not dissimilar to the unified inspection process in the UAE.

In their introduction to the inspection report, the inspectors advise:

“The purpose of the inspection is to provide information to parents, teachers, senior managers and the school’s management on the overall effectiveness of the school, the standard of education it provides and its compatibility with independent schools in the United Kingdom.
The inspection and report will cover the key areas of quality of the curriculum; quality of teaching and learning; the spiritual, moral, social and cultural development of pupils; their welfare, health and safety; the suitability of the proprietor and staff; the school’s premises and accommodation; the school's complaints procedures; and leadership and management. If appropriate, there is a separate section on the quality of boarding provision.
An essential part of the inspection is considering the extent to which the British character of the school is evident in its ethos, curriculum, teaching, care for pupils and pupils’ achievements.”

Schools that participate in a BSO inspection do so in order to have an independent understanding of the quality of education and curriculum that is being provided against fee-paying schools in England.

This differs from the international adaptations which can be seen, notably, in Cambridge, Pearson Edexcel and Oxford International AQA, whose curriculum content is adapted to an international environment.

According to the UK Government's Department of Education website, where all inspections that have taken place in the last four years are listed, there is a set of standards to which BSO accredited schools are expected to adhere:

  • The school’s curriculum policy and plans: -do not undermine the fundamental British values of democracy, the rule of law, individual liberty, and mutual respect for and tolerance of those with different faiths and beliefs; -encourage respect for other people, paying particular regard to the protected characteristics of age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation, as set out in Part 6 of the Equality Act 2010.
  • The school’s teaching: -does not undermine the fundamental British values of democracy, the rule of law, individual liberty, and mutual respect for and tolerance of those with different faiths and beliefs -does not discriminate against pupils because of their protected characteristics as set out in Part 6 of the Equality Act 2010
  • The spiritual, moral, social and cultural development of pupils: -actively promotes the fundamental British values of democracy, the rule of law, individual liberty, and mutual respect for and tolerance of those with different faiths and beliefs -encourages respect for other people, paying particular regard to protected characteristics as set out in Part 6 of the Equality Act 2010 -encourages respect for democracy and support for participation in the democratic processes, including respect for the basis on which the law is made and applied in England.

Historically, there have been some areas of difficulty in relation to the UAE, where certain standards cannot be achieved legally in the host country. These pertain to aspects of the UK Equality Act 2010. UAE schools are not measured against these criteria.

Whilst there are many schools offering the National Curriculum for England in the UAE, this does not mean that they are providing an education that is strongly linked to the “fundamental British values” and to “the laws made in England” as mentioned by the Department of Education.

Inspections are carried out by three companies that have been appointed by the Department of Education. These are Penta International, the Education Development Trust and the Independent Schools Inspectorate.

Schools undergoing their first BSO inspection will submit to a Compliance inspection, which seeks to ensure compliance with the BSO standards; a rating is not usually awarded. A recent Independent Schools Inspectorate inspection has, however, included a quality measure of Excellent.

Schools who submit to a full inspection are currently graded Outstanding, Good, Requires Improvement and Inadequate. It can be expected that these ratings will alter in the future as a result of changes being made to the OFSTED ratings.

The inspection is valid for three years and entitles the school to qualify as an accredited member of British Schools Overseas (AoBSO).
